India, 1899 (Jan 21) Cover superbly handpainted by Hugh Rose with a picture of two horsemen, addressed to Mrs King Harman in St. Lucia, with two 1/2a stamps each tied by “DEVALI CAMP” c.d.s, backstamped by Sea Post Office and St. Lucia datestamps.
