Bhutan, 1962 unissued Anti-Malaria Guru Rinpoche 33ch. (2, one in trial colour), 70ch. and 1.30nu., three sets, unmounted mint (12). Estimate 2,000 - 2,500 This issue was never put into use, because the image of Bhutan’s most revered saint could not be depicted on a stamp associated with the killing of living things. On 12 June 1962, Jigme P. Dorji, Bhutan’s first Prime Minister, who was later assassinated in 1964, wrote Burt Todd that the issue would have to be cancelled “as the people feel that since the picture is not of Buddha but of Guru Padma Sambhava, who is one of our most venerable saints, and, therefore, under no circumstances could we have his picture printed and sold as stamps as it will be against the principles of our country. Another main point is, of course, that Bhutan has not carried out any anti-malaria campaigns nor will Bhutan be able to carry out one in the very near future.”
